The b Element has been used, and is still used to make text apear bold.
Usage of the em and strong elements, is however considered to be more semantically correct. See also: The <strong> and <em> Tags
Example:
An more adequate description would be, use the <b> Tag when looking for a visual effect.
<p>This is a <b>Paragraph</b></p>
Note. The b Element is a presentational element.
